ACCOUNTING COMPTROLLER/GRANTS SPECIALIST
JOB SUMMARY
This position coordinates record keeping and budgeting duties necessary for budget control and grant fiscal management. This position provides specialized reports to schools requesting assistance or status reports on various accounts and procedures. This position monitors the work of others and conducts internal reviews to ensure accurate fiscal records. Trains building staff in running individual reports and accessing program information.
DUTIES AND RESPONSIBILITIES

- Perform bookkeeping and budgeting duties necessary for budget control. Organize, prepare, maintain and monitor budget allocations and expenditures for accurate fiscal records and reports; Maintain District chart of accounts; Review account numbers and budget balances; Edit accounting records and make necessary adjustments for accuracy; prepare budget transfers; prepare monthly expenditure reports for school sites. Assist administrators and staff with budgeting process and answer questions about account numbers and budget transactions.
- Prepare, maintain and monitor accounting records, reports and billings for federal, state, agency and private grants. Establish grant accounts; Review grant restrictions on disbursements and recordkeeping with grantees; Invoice private grantors for funds; Monitor expenditures and status of accounts. Assist in preparing the Federal SEFA reports.
- Prepare and distribute special reports requested by school sites on the status of various accounts. Edit fiscal data entry records for accurate account coding. Prepare intra-fund journal voucher transfer entries for payroll, warehouse, food service and transportation expenditures charged to the general fund.
- Perform data entry (i.e. journal vouchers, transfers).
- Perform related duties consistent with the job description and the employee assignment.
REPORTING RELATIONSHIP
Reports to the Supervisor of Accounting
WORKING CONDITIONS
Works in an office environment that deals with inflexible deadlines and multiple demands; frequent interruptions; requires the ability to handle heavy volumes of paperwork; noisy and distracting environment; daily exposure to visual display terminal for prolonged time periods; required to deal with individuals in potentially emotionally charged situations; requires substantial visual concentration.
MINIMUM QUALIFICATIONS
Education and Experience
High School diploma or equivalent; Bachelors Degree required with emphasis in accounting, bookkeeping, business systems and other business training; two years of accounting, budget, or grant fiscal management experience. Additional training in accounting or business systems may substitute on a month-to-month basis for one year of the required experience.
Knowledge, Skills and Abilities
Knowledge of District accounting and budgeting policies and procedures; knowledge of general business practices and procedures; knowledge of grant polices and procedures; knowledge of computerized business systems; knowledge of correct grammar, spelling and English usage; skill in data input and analysis of data entry records; skill in preparation of accounting reports and spreadsheets; skill in operating business-oriented technology; skill and accuracy in arithmetic and mathematical calculations; skill in detecting errors and verifying data; ability to organize and set priorities; ability to work independently and demonstrate resourcefulness and good judgment on making decisions; ability to coordinate multiple work assignments and deadlines; ability to operate general office machines; ability to remain flexible and work effectively under pressure; ability to attend to detail and accuracy; ability to maintain confidential information; ability to defuse individuals in emotionally charged situations; ability to establish and maintain effective working relationships with staff, administrators, agencies, foundations, vendors, contactors, parents, students, and the public.
Licenses or Special Requirements
Ability to operate 10-key pad by touch; ability to effectively utilize Excel for record keeping, ability to learn and use school software system for record keeping; availability to work overtime on periodic basis to meet deadlines and workload demands.
