Description

ICF is seeking a Project Financial Analyst to work for the USAID-funded Infectious Disease Detection and Surveillance (IDDS) Project.  The project operates both in the US and in offices across the globe. The Financial Analyst is an integral member of the project’s finance and operation team. 

While this position is based in Rockville, MD so from the office. We will continue to make decisions pertaining to office access based on public health directives and guidance, practicality, and overall business requirements.

Key Responsibilities:

Financial Reporting

  • Work with assigned billing specialist and project finance controller to review and process client invoices

  • Prepare monthly financial report for client and project management team

  • Prepare and provide necessary financial information to project staff

Budgeting

  • Help prepare project work plan and activity budgets 

  • Work with subcontractors to develop work plan and activity budgets

Financial Management

  • Maintain open communication with direct manager and project staff regarding financial data and ensure project staff are aware of risks and opportunities

  • Analyze all direct project budget and revenue data; monitor project budgets and progress; and share results with project staff. 

  • In coordination with Country Teams and Operations Specialist, maintain project and country forecasts to assist the project team with effective financial planning

  • Review and monitor project funding and expenditures

Subcontract Management

  • Manage and track project subcontractor agreements, including budgets, incremental funding and periods of performance.

  • Manage and track project subcontractor invoices, including approval, processing and payment.

Required Skills and/or Experience:

  • Bachelor’s degree in accounting, finance, business or related discipline, or equivalent experience in a related field.

  • 5+ years’ experience in government project budgeting and procurement

  • Experience maintaining financial records

  • Experience with USAID funded-projects

  • Ability to interface with both clients and company management.

  • Experience using Microsoft office applications

Preferred Skills and/or Experience:

  • French Language

  • Previous experience working in multi-country development projects

  • Knowledge of procurement processes and contracting mechanisms.
